韩国医生大批辞职，医疗系统陷入危机，矛盾是否可以调和

　　据韩联社21日报道，近来，韩国实习医生和住院医生纷纷辞职离岗，抗议政府推行医学院扩招政策，医疗服务出现空缺令人担忧。

　　韩联社报道，截至19日晚11时，全国100家实习医院共有6415名实习医生和住院医生递交了辞职报告，占整体人数的约55%。韩国实习住院医生总数为1.3万人，其中95%就职于这些医院。各家医院尚未受理辞职报告，请辞医生中已有1630人(约25%)离开单位。

　　More than 6,400 trainee doctors have submitted their resignations in protest of the government's plan to boost the number of medical students, officials said Tuesday, as worries mount that their collective action could put public health at risk. As of Monday, 6,415 trainee doctors at 100 hospitals submitted their resignations, with about 1,600 of them walking off the job.

　　大韩实习医生协议会20日中午在首尔龙山区召开紧急会议，会议将选出紧急对策委员会委员长，讨论今后的应对方案。大部分与会人员已提交辞职报告并于当天起停工。

　　截至19日晚，已有至少25台手术被取消或延期，韩国医疗界预计20日无法按时进行的手术达到70台左右。

　　实习医生为何辞职?

　　韩国政府本月早些时候宣布，为解决医生短缺问题，2025学年高校医学院招生规模将从现阶段的3058人增至5058人。预计到2035年，韩国将新增约1万名医生。这项扩招计划遭到医生团体和医学院学生强烈反对，称此举将引发过度医疗并使医保系统资金紧张。一些批评人士指出，医疗界人员实际上是担忧扩招计划将导致他们的收入减少。

　　据央视新闻报道，实习和住院医生是指毕业于医学院并取得医生执照后，为获得专业医生资格在综合医院等接受训练的医生，通常在多个诊疗科室循环实习一年，确定诊疗科目后再经过3-4年的训练。实习和住院医生被视为医院进行诊疗业务的核心人力，目前韩国实习和住院医生总计超过1.3万名。

　　Trainee doctors at the country's five biggest hospitals, all located in Seoul, began submitting letters of resignation Monday in protest of the government's plan to increase the number of medical school admissions by 2,000 next year from the current 3,058. There are around 13,000 trainee doctors in South Korea.

　　尹锡悦：不会放任，坚持扩招

　　据韩联社报道，针对近日医生辞职风潮，韩国总统尹锡悦表示现届政府不会像前届政府那样放任医疗界的集体行动。

　　South Korean President Yoon Suk Yeol urged young doctors Tuesday to call off their collective action against the government's medical reform policy, saying their protest is taking the people's lives and health hostage. Yoon reportedly said the government won't surrender to the doctors' collective action this time as it did in 2014 and 2020, when it failed to adopt telemedicine services and to increase the medical school enrollment quota, respectively.

　　此外，尹锡悦坚持每年扩招2000名医学生的计划，称该规模不大，是最起码的扩招人数。

　　韩国总理韩德洙19日就医界预告将采取集体行动抗议政府推进医学院扩招计划一事表示，若医生们采取集体行动，各家公共医疗机构将启动紧急诊疗体系，罢诊期间全面允许远程诊疗。

　　South Korean Prime Minister Han Duck-soo said Monday that the government will fully expand telemedicine services if doctors walk off their jobs in protest of the government's plan to increase medical school admissions.

　　韩国保健福祉部(下称福祉部)19日表示，即刻起面向全国221家医疗机构的全体实习和住院医生发布维持诊疗命令。福祉部第二次官(副部长)朴敏守当天在记者会上表述如上，并强烈批评大韩医师协会(医协)煽动实习和住院医生发起集体行动。

　　From now on, the government issues an order for the provision of medical treatment to be maintained by the trainee doctors at all 221 training hospitals nationwide.

　　韩警方则表示，将严厉查办医生集体行动挑动者。对此医协声称“政府措施是对医生发起挑战的行为”。

　　这并不是第一次韩国医生集体罢工，2020年间，政府和在职医生之间就医学生扩招问题无法达成一致，造成罢工三天的后果。当时，韩国医界指责韩国政府推出的扩招计划是“草率的单方面决定”，他们认为韩国已经有足够的医务人员，现有医生应该得到更高的报酬。
